Henry IV, King of the Romans, explains the reasoning behind the donation of regalian rights over the Bishopric of Trieste to the Patriarchate of Aquileia and confirms the said donation.

Omnibus ecclesiis Christi debemus prodesse, quibus ordinavitb nos Christus preesse.

Unde quod inter Aquileiensemc et Tergestinensemd ecclesiase fecimusf, qua ratione fecerimus manifestare volumus, ne postmodum detur aliquibus calumpniandig locus. Siquidem prefate ecclesie Tergestine videntes periculum, antequam periculum generaret interitum, adhibuimus consilium qualiter imminens evaderet periculum. Defecerat enim pene et ad nichilumh redacta fuit raptorum violentia et episcoporum vel paupertate vel negligentia, ut puta quibus cum raptoribus non erat par potentia. Et quoniami nostra regalis frequens adesse non potuit presentia, sicut raptorum frequens affuit violentia, placuit consilium ut Aquileiensis ecclesiaj, que et mater eius propter vicinitatem et principatum, susciperet eandem ecclesiam prefatam non ut ancillam, sed utk filiam in sue tuitionis gremium.

Ergo propter petitionem ecclesie, propter consilial principum Conradi filii nostri, Diodaldim Mediolanensis archiepiscopi, Dionisiin Placentini, Cunipertio Taurinensis, Regenoldi Bellunensis, Milonisp Patavini, Wecellonisq Vincentini episcoporum, Adalperti, Reginerii, Ugonis marchionum ceterorumque fidelium nostrorum, super omnia autemr ipsius ecclesie Aquileiensis patriarche Henrici servitium et merita morum, quibus eiusdem ecclesie dignus erat habere principatum, dedimus Aquileiensis in proprium ecclesie nostre potestatis super eadem ecclesia offitium, ut cui prodessett defendendou, presitv etiam nostra vice imperando. Tergestinam igitur ecclesiam sancte Dei genitrici perpetue virgini Marie sanctoque Hermacore subdendow tradidimus, non libertatem ei tollendo, sed libertatem ei contra hostes obtinendo.

Dedimus videlicet Henrico patriarche cunctisque suis successoribus ut episcopum in prefata ecclesia, sicut consecraturx officio patriarcharum, ita etiamy investiant, regant atque defendant more regum vel imperatorum dominantes eidem ecclesie non ut ancille, sed sicut filie, nostro videlicet more, cuius est pro libertate ecclesiarum certare.

Quod si quis hoc putat vel nos aliter dedisse vel patriarcham Henricum aliter accepisse, non sapit recte, quia non avaricie, sed respectus libertatis erat in dante et recipiente.

Unde si qua persona parva vel magna deinceps patriarcham vel episcopum Tergestinum ulla inquietaverit molestia, mille libras auri puri regibus et patriarchis equaliter dividendas componatz et solvat.

Since the king felt obligated to explain the motivation behind the donation of regalian rights over the Bishopric of Trieste to the Patriarchate of Aquileia, it is reasonable to assume that the original donation had been met with some hostility.

This justification also mirrors nicely Henry IV's stance during the fateful Investiture Controversy as he explicitly stated that he was acting as the protector of ecclesiastical liberties, protecting the Church of Trieste from its enemies (that is, the clergy loyal to the reform papacy). However, it should also be noted that the bishops of Trieste exercised secular jurisdictions over their civitas by way of imperial donations (the charter soon to be edited here). Thus, the pro-imperial bishops of Trieste could see this donation as an infringement of their traditional prerogatives and this too could be one of the motives prompting the king to justify his actions. In any case, the patriarchs of Aquileia would continue to hold regalian rights over the Bishopric of Trieste and this would be solemnly confirmed by Emperor Frederick I Barbarossa in 1180 (soon to be edited here).
